I heard that last episode of yu yu hakusho ended as a cliff hanger is that true? If so do you think someone will license it and finish the series?

If I am correct, The rest of YuYu Hakusho has been lisensced by Funimation..(One of their better dubs, if I say so m'self) I think that the episodes following Genkai's death will be released on DVD over the next few months and Cartoon Network will play them sometime next year...I think.

Nope, I didn't. Sorry I don't think so. Yoshihiro Togashi decided to stop the manga there because his producers were pushing him in directions he didn't want to go. If the manga is over, there probably won't be anymore anime. But, i saw the last scene of YuYu Hakusho, and it seemed pretty light-hearted and non-cliff-hanger to me.
The entire YuYu Crew were relaxing at the beach... none too frightening, or unfinished.

The manga did have a real end. It was a touched rushed, but he didn't want to continue. He'd rather go watch Sailor Moon. (Literally, he has a child with the Manga-ka of Sailor moon).

Haven't seen the entire series yet, so I don't know if this matters much. But there was a movie made. Like I said though, I haven't watched the entire series so I'm not sure if it is an ending to the series or a stand alone movie.

Actually there are two movies, both were released in the US years before FUNi got the TV license. I'm fairly sure they both take place during the series and not after it.
