This sould probably be in general Q but:
Ranma 1/2
El Hazard
How 'bout the OH! My Goddess Movie?
Thats what comes to mind as similar to genre and 'age' of your listed examples. Cheers!

I have the perfect one for you, You're Under Arrest, it has lots of episodes dealing with romance, and although theres not a lot of fighting, there are high speed car chases, and a crazy vigilante. It's also great because of the dub, it has arguably one of the best dubs ever made, so whether she likes dubs or subs she can get alot out of this show.

Fushigi Yugi is probably the best bet for "Series most likely make any female anime fan go giddy".
Seriously, picture Inu Yasha, but with some Chinese mythology, a larger number of even swishier bishonen, and more angst because of tortured unrequited love.
It's a fair bet to say that, if you're shopping for a girl, Fushigi Yugi can't be beat.
Now I'd like to take this moment to apologize to all the ladies on the board whom I've probably offended with this generalized and possibly sexist post. Sorry everyone. It'll never happen again.
I'm a man. But I can change. If I have to. I guess.

Fushigi Yugi would be good, but it's quite long. If you want something fully contained try Please Save my Earth. It has plenty of angsty-tragic romance and quite a bit of action. Best part is it is only six episodes long - that is all on one DVD. So you can't go wrong.

Hmmm...some others I think would be good are:
Rurouni Kenshin
Ceres Celestial Legend
Gatekeepers
Card Captor Sakura
any of the Slayers series

Ayashi no Ceres (Ceres, Celestial Legend) is good if she likes a little angst with her action & romance. Some good comedic action-romance hybrids would be Martian Successor Nadesico & Full Metal Panic!. Mobile Suit Gundam: 08th MS Team is another excellent romance/action series, with a bit more focus purely on those two elements. And I second Fushigi Yuugi, but as stated, it's a wee pricy.
Ech...three of my five suggestions all involve mechs. So yeah...if your friend's not a fan of giant robots, Nadesico, FMP!, & Gundam might not be good choices after all...

I also like Kare Kano, Fruits Basket, and Voices of a Distant Star...though Kare Kano and Fruits Basket don't have as much action and Voices of a Distant Star is very short

Some of my fiancé’s personal favorites include.
Kenshin
Escaflowne
Blue Seed
I would recommend trying Blue Seed. It has action, some comedy, a tiny resemblance of a love story, and the set is very reasonably priced.

I will second Ayashi no Ceres (Ceres, Celestial Legend). The story is excellent and very unique with plenty of action.
Some other anime that come to mind are Bubblegum Crisis, Sailor Moon and Battle Athletes.

G Gundam would also work, but, that's just my opinion. It has action, fighting, and a love story. She may not like it though. But, Ranma 1/2 and Inuyasha are good as far as I know. Good luck in finding the right one for her dude!
