It's worse than you think. The younger sister calls him on the phone, using a voice modulator (so he can't guess which girl it is), and tells him about herself and that she won't tell him she's his sister until they're married. She's serious. And unlike many of this type, they are blood siblings (or at least believe they are).
Apparently by about chapter 4 of the manga we find out who she is, but the scanlation I've seen is only up to chapter 2.
