Steins;Gate wasn't created this year, so I don't believe it would be eligible. If PMMM were based on an existing source I don't think it would be eligible either.

How often are anime series nominated for the award? I can see that an anime has won three times before, but is it very common? I thought that the award was mainly for literature, so I think this is interesting.

If anyone was curious, Madoka apparently lost to "Karyū no miya by Sayuri Ueda" (Wikipedia).
