No, they aren't. Instead of that, you're completly allowed to ask where you can buy it in DVD, and also ask for a reasonable and cheap price. As I always say,

The Digimon Frontiers movie isn't available on DVD, so that won't exactly help asking...

You can "download" Digimon Frontier at CDJapan for 5800 yen.

And by "download," I mean "buy."
