Even though I haven't seen it yet my wager is on Witch Hunter Robin and more of my usual series that I watch on a regular basis.

Shingetsutan Tsukihime was damn good. Hope it gets released on DVD in 2004.
Also while not produced in 2003/2004 I had chance to finally watch "Hunter X Hunter" +OVA's and had kick-a$$ time
Anyone who wants to have pure anime fun should give it a try.

Something to look forward to are Hajime no Ippo and Saikano.
And of course Shingetsutan Tsukihime since I've started buying the R2 edition, though my japanese isn't good enough...

I second Witch Hunter Robin, it's a very unique idea, and it some what reminds me of cowboy bebop .... dont know why, the two have very little incommon. Just my two cents.

Hmmm, this would be a toss-up... of course WHR and Tsukihime have already been mentioned, but hopefully with the RahXephon Movie hitting the US sometime this year. And Stellvia!
As far as overseas the series I've really been engrossed in is Gilgamesh, although I'm not sure how I feel about the animation quality (not the STYLE mind you, which I'm fine with.)

So far, Magical Shopping Arcade Abenobashi is the best anime I' ve seen this year. It's like a cross between Excel Saga and FLCL. While it's not exactly a new movie, I'm really looking foward to Memories getting released on dvd in Febuary.
