There's still some official information online mentioning a TV series, including the official site. Maybe it's getting a TV broadcast after an OAV release?

At this moment, Moon Phase has put it into TV category. It is possible for it to follow the same route of Stratos 4 Advance -- aired on TV for one or two episodes in a manner of TV specials, then release the following episodes though DVD. We'll make necessary adjustments if there's any new info regarding the series.
