Oh, I know a Tatum script when I hear it... and this DEFINITELY sounds like it. It sounds fine, but it also sounds a little cluttered. An overwritten script works better with more mature shows like Steins;Gate, not so much for a show like Dragon Ball Z.

Hmm...that must be why this was hitting my ear wrong. Couldn't help but feel like everyone's voice performance sounded stilted and and wooden with the exception of Sean Schemel, and I couldn't put my finger on why. This may be more accurate, but it certainly isn't more enjoyable to listen to than when I watched this scene originally during the Z run. Oh well

Cluttered? They're basically just saying what the characters were saying in the Japanese version and keeping up with the mouth flaps. If you think something is cluttered, then you just think the original dialogue is cluttered, it has nothing to do with the dub. If anything, the old dub's habit of adding a lot of dialogue where there originally wasn't any was cluttered.
As for the performances, they're exponentially better than the ones in the original Z dub's version of this scene.

From what I can gather they finished dubbing this nearly a year and a half ago. What the fudge have they been doing just sitting on it and not releasing it?

Wow... I'm usually not a dub critic, but everyone sounds really weird in this scene. Especially Rial's Bulma. My ears and memory might be playing tricks, but while I thought she sounded fine before, Bulma actually kind of sounds like a mature smoker now (albeit slightly), which does make sense, considering that Bulma is a mature woman that has been shown smoking on rare occasions, but I doubt that it's intentional. Hopefully the full series isn't dubbed with these kinds of performances.
