Jormungand has several shots of nudity (nipples) included in the DVD/Blu-ray release. AFAIK any anime with nudity are excluded from being considered by Toonami; unless Funimation provided simulcast (censored) video masters...

Black Lagoon is airing, and it had a chick editing a porno video and actually showed the monitor she was editing on, lots of it was blurred. So I don't think nudity would be a big issue with Jormungand.
Of all the shows I expected people to say would be a problem because of nudity... Jormungand wasn't even on the list. Index and Railgun would be top of that list, so I'd guess you might not have seen them.

Every show on the block is locked in until Batman, which airs at 3 AM, do we REALLY want a show premiering at 3 AM with brand new episodes? Every other show is locked in either due to contracts or ratings, their not going to move Naruto Shippuden because that's Vizs only spot at the top.
Also, since when has airing the most popular shonen in recent history on Toonami been a bad thing? The general Adult Swim audience (aka Toonamis target audience) probably aren't huge anime fans, so as a result, haven't seen DBZ for years, this is perfect for them.

The thing that gets me about this Toonami deal is that nobody knows what on Earth they want. They can't play every new show that comes out. They can't just repeat their old shows. And every new announcement is some type of death sentence, apparently.

I have no objection to DBZ airing (although I think having it replace Bleach at midnight might, key word, MIGHT, be a bit too generous). The show has been consistently one of the most requested shows since Day 1.
That said, Bebop? Its last run tanked, and tanked badly.
The problem with popularity, and I agree with your point, is that every single fan has their own vision for the block. There are fans that want more DC rescues like Young Justice, fans that only want adult shows, fans suggesting every new show under the sun, and it means you will never make everyone happy.

I think Bleach would prefer a chance to finish airing its last cour before you ignore its existence. Though it does raise the question of what will happen to its slot later this year. Hard to believe AS would put a 7-year show into full rerun at the head of their lineup.

As much as I love Bebop and think it's better then pretty much every new anime. It is an old hat that's been worn by pretty much everyone at this point. Don't really see the point of having it on, especially when it apparently did lousy the last time it was on.

Its last run it was skipping and jumping around episodes. It was more like "Best of" showing.

That wasn't the last run, that was a special airing to pair it with the Trigun Badlands Rumble movie. The actual last run of the show wasn't skipping episodes, even if it had skipped episodes it's been aired enough times over the last 10+ years that it really isn't a problem.
Similar to DBZ and all the various media formats it's available in.

Great news. Regret selling my DB Kai FUNimation discs as they looked gorgeous. My friend and I are making our way through the Dragon Boxes right now (just hit episode 40 last night) so by they time we finish we can jump into the TV broadcast. Regarding the edits made to DB Kai on the Japanese side, being a ray, wasn't the Makankosappo intended to burn through the skin and internal organs instead of blowing a hole??
As for Bebop, the only way for myself to watch that anime now is BD. Sorry Toonami but my time has ended. Can't go back.

IIRC it was jumping episodes since every week I had to keep checking the info to see which episode it's gonna be this time.
