Wonder if they'll bring back Donna Burke and Kevin England, having foreigner VAs was just so unique and made the series great.

If I remember correctly this takes place before Nanoha of her makes her big move to Mid-Childa, after the Book Of Darkness investigation, while she's in high school. So if Vivio is in this production, it's pretty much a guaranteed cameo.
The audio dramas based on this are going to be fun.

I have no idea what they're going to do on the English dub end of things, but it would be nice to have them back if only because it was something different.

I don't think Vivio will appear as she started in StrikerS at age 6 which means she is 0 at most in EXCEEDS

Well, OK. If it's before StrikerS, then probably not anything more than a cameo, if anything. Though, I will be honest and say that I have not heard or read of such a timeline detail before.
