Hahaha, this could be illegal in the US since it could be seen as promoting cigarette smoking to minors. (That's why ya don't see cigarette mascots anymore like Joe Camel.)
In Japan, the government itself --specifically the Ministry of Finance-- is the major stockholder of the largest cigarette company Japan Tobacco Inc.

Akikan is the benchmark for surprise? There's been a lot weirder manga/anime product placement and anthropomorphism than this!? I did like Akikan though.
I do find the concept of cigs being used seeing how the number of smokers appears to have been declining in Japan over the past decade.

That's pretty bad product insertion. I guess their aiming this directly a the adult Otaku's (i hope!)
