Not surprised that the 1000th episode of OP is that low. Why? Because its not the true 1000. The episode covered chapters 989 and 990. Chapter 1000 should be around episode 1010. Shonen Jump literally marketed chapter 1000 last year. Obviously, people in Japan know what chapter this episode would cover. I wouldn't be surprised if the episode that covers chapter 1000 has a higher rating than episode 1000. And the funny thing is the chapter 1000 episode will most likely be treated as a normal episode and won't be promoted at all or on the level this episode got.

Episode 1 didn’t cover chapter 1 (which wouldn’t be covered until episode 4), which fans seemingly don’t mind.

No one ever claimed that it was covering chapter 1000. I'm not sure why you're making an issue out of this.

No one expected it to cover chapter 1000. That's not how manga adaptions work.

I love to see that Yashahime is doing so well. One Piece doesn't seem like it increased much from what I remember about other weeks. episode 1001 on the other hand was amazing, wish that content had been in episode 1000 instead. It was so emotionally impactful for a character we haven't gotten nearly enough time with so far.
