Black Clover has occasionally used recap episodes during its run, but is this the first time that it's actually skipped a week entirely? I can't recall it missing before.

It skips over on the New Years week every year but that is most likely more of having something else rather than a choice to skip a week.

It almost seems as if they're celebrating an anniversary or something. It could be there's a delay in production caused by what's going on since other productions are also affected.
This is a very western thing to do; running reruns in the middle of a season. Although the article doesn't state if the show will go back to new episodes the following week.

Wouldn't be surprised if that was the case since a lot of anime is being delayed or earlier episodes rebroadcast like Railgun. Or it could be because Golden Week is next week as well a lot of manga and I think anime take a week break for that.
The anime is now in its first real filler arc it started on episode 130, but it will be canon filler since Tabata will be working on the story for it and will help direct it. The anime is super close to the manga so I hope this filler arc will pad long enough until we at least get near the halfway point in this arc in the manga so we don't have to worry about taking another filler arc before the end of this current one. That would be a nightmare lol.

He’s not involved in direction. If you look at the schedule for a weekly mangaka, there is no way he has time to do that. At best, he has time to write an outline for the scriptwriter and maybe watch the episode before it airs to provide feedback, but that cuts into the 5-6 hours of personal time they get each week.
