You appear to have linked to the incorrect name for the first entry. The number one VA should be Kana Hanazawa not Kana Ueda as written. Source has Kana Hanazawa and the characters listed are voiced by Kana Hanazawa

According to the link, first place is actually Kana Hanazawa. The roles listed are correct, but the name and photo are Kana Ueda.

Yup, Marina Inoue would be my top pick at the moment, other than maybe Uki Satake (QT on Space Dandy), but Uki Satake is more of a gravure model/idol who got chosen in an incongruent role as a vacuum cleaner robot than she is a professional voice actress. Marina Inoue is multi-talented (she can draw manga better than Koharu Sakuraba, the actual mangaka for Minami-ke), she does a wonderful job as Kana Minami on Minami-ke, and she looks beautiful too.
Nice to also see Nana Mizuki there meaning seiyuu of two of the four main Minami sisters (yes, Touma counts as a "Minami sister", as she is the sister to Haruo, Natsuki, and Akira Minami) from Minami-ke are represented.

This is a big part of being seiyuu.
They're not just trying to sell the voice - they're trying to sell the whole persona.
This is why a lot of would-be seiyuu won't make it.
Not much different from live-action.
It's just business.

Maaya Uchida is hands down the most attractive Japanese voice actress to me. Kana Hanazawa might be the best performer but not the most attractive, but fanboys are not smart enough to make that distinction.
And, I know this is going to sound horrible but, Miyuki Sawashiro is kind of ugly. She is my favorite Japanese voice actress performance and talent wise, but she is not physically attractive.

Partly true, you can make a living doing the whole entertainer persona thing, or as a singer/idol, or even just as AKB-style idol. They're all different. But you can also just be a plain seiyuu too.
Now which one "makes" it is a wholly different question.

Noticing that Kana Ueda was put on the list instead of Kana Hanazawa had me looking her up...I didn't know she was at EVO 2014. I only now found the press release for BlazBlue. Where was the news article for that one?

They forgot a lot of seiyuu so methinks, top 10 is not enough. Still looking at the list, the fans just picked their most favourite seiyuu. I would have hoped some lesser known seiyuu making the list but no.

Man I remember when seiyuu just looked kind of like plain every day people and it was strictly about the voice talent. Imagine all the great voice actors the Western animation market would have missed out on if things had to be like this here? No Mel Blanc, no Frank Welker, no CCH Pounder, no Jennifer Hale, the list just goes on really. The anime industry is already kind of low on the totem poll of entertainment in Japan but the whole having to fit a certain image and be attractive thing just seems like closing even more doors and limiting the talent pool.

... ok, I'm just glad I'm not the first to say it. And that photo does not help; One eye's looking to the left, the other doesn't.

Yu Kobayashi (16)
Yukari Tamura (17) {I admit it, I'm a fan of the ears...}
I don't know who I'd pick myself. Obviously, some interviews and performances have access to better make up artists than others. The ones above tend to shine no matter what.

There are all kinds of voice actors and actresses in Japan, not just these idol-type that mainly star in otaku anime and the like.

This is the wrong idea about voice acting in Japan. In fact there is a ton of competition for voice acting jobs in Japan, which is why being attractive plays a role in some people's success as a voice actor or actress.
