I read the manga, and unfortunately can't say both female characters shown here are likable.

Finally it took so long for the date to be announced, almost 4 years, I wonder if there was production issues, anyway it's not the VA I was expecting but it's the kind of voice I had in mind when reading the LN.

I haven't read the manga but I did see copies in some local second hand book stores. Don't know why but I just figured it would get an anime, some day.

The title translation is terrible though; whereas in japanese it is much clearer

If I read it right, it's "My Best Friend's Little Sister is Annoying Only to Me"?

I would say this is a don't judge a book by it's cover. Because the little sister in the title is not even the main girl of the series. my best way to describe it is a mix of I'm Getting Married to a Girl I Hate in My Class and The Pet Girl of Sakurasou.
My theory why this might have taken some time to get done is because of one character the teacher. When i read it i was like who in the world are they gonna do that in anime, i will say the teacher might be the reason this show does not get an english dub

You mean getting a VA for the teacher? It has been confirmed a long time ago that HanaKana is voicing her. If you meant her being a shota doujin artist, then I can understand.
