Im looking for a good racer anime or manga liscened or not. Im starting on over rev (i might of messed up the name) and im looking for the initial d anime and manga on the internet (because of what I've heard tokyo pop did to it) but does anyone else have any other good recommendations.

The Cyber Formula series are supposed to be good. I know at least one of them has been licensed, so keep an eye out for it.

You might also want to keep an eye out for Wangan Midnight. I know it hasn't been licensed and I haven't run across scanslations but it does have a great storyline and cool artwork.
It's like Initial D, except it focuses on high-speed, high-dollar shoreside racing and the lead character is an ace mechanic struggling to make ends meet and keep his girl, and the street racing world is all that he really has.
It's slick, especially since his car is a turbocharged Nissan Fairlady S30 (Datsun 240Z here in the states) that's been totally redone. It's known by the name Akuma no Z Ultra-stellar.

wagan midnight, eh? i've played a game by the same name which was developed by genki (same people who do the tokyo xtreme racer series). wonder if it is related... i think i will look into this title!

Yep, Genki did that as a licensed title (and also as an arcade cabinet). They've been tweaking on the TXR series (known in Japan as Shutokou Battle) for quite some time, and it's even been tweaked to become the stellar Kaidou Battle (Touge/drifting instead of Wangan battles).
The game was indeed based on the manga. I'm still trying to confirm rumours of an OAV being created.

Not exactly racing, but the first two episodes of the You're Under Arrest OAV series have some of the best car chase scenes ever animated.

For racing, Initial D has some of the best race scenes you will ever see in anime. I know Tokyopop screwed it all up, but it is still a good anime. The YUA OVAs have some good chase scenes too. Last Exile has a cool Star Wars: ep 1 style race sequence.

Wangan Midnight has an R34 in it, right?
Anyway, what about Ex-Driver? I heard it was kinda lame, tho. But didn't it have some real life cars (I could've sworn I saw a 22B in one of the previews) along with some nice chase scenes?

The cars in Ex-driver were gorgeous. That was the only redeeming thing about the show, the chases were crap, and so was the story.
