Sankaku Complex (NSFW) provides a translation of the proposals:

And which Anime might help Saitama's woes??

Well, it smacks of desperation. But pure desperation couldn't make a situation this weird. Methinks someone (no doubt a secret Otaku) popped up their hand and yelled "I can solve all your problems", and everyone just dumped all the responsibility on him. And yeah, it would be a him, if the choice in Anime is anything to go by. I mean, Lucky Star? Hells bells, I know it's popular but that's a bizarre title to use in promoting a prefecture.
