This definitely seems like something that was agreed between Bandai Namco & Square-Enix well before Final Fantasy XVI actually came out, and promptly became one of the less liked FF games, for a variety of reasons.
I would have to imagine Harada is probably thinking "I'm never letting my bosses decide a DLC guest character for Tekken well in advance of the other game's release ever again", because this doesn't feel like a character that Harada himself would have wanted.

Harada wanted Negan in 7, I don't think he's allowed to cast any judgement on off-the-mark DLC picks.

^ Negan makes so much more sense for Mortal Kombat; I'm still mystified be his inclusion in Tekken.
And now we've got Clive, which... I'm sure SOMEONE wanted in Tekken, surely. I mean, Tifa is RIGHT THERE... but sure. Clive. Makes sense. Good ole Clive

Clive looks far less out of place than pre timeskip Noctis in Tekken 7.

To be fair if I had to choose any Final Fantasy character to throw in a game Tifa would probably be last before Auron or Jecht

Haven't played FFXVI (yet), so I can't talk about Clive - I am sure he's fine, and from what little I saw about him from trailers, I am sure I will like him, but...
They kind of SHOULD have just given people Tifa in Tekken; she is far more iconic than Clive, and THE martial artist fighter of the Final Fantasy series.
Maybe they chose Clive because of that whole Phoenix one wing thing which can be compared with Jin's one devil wing, dunno...

At least The Walking Dead was still somewhat popular when Negan was added to Tekken 7, and Negan was one of its most beloved characters by fans of the show, so Harada including him wasn't wholly out of left field. You need to think outside of your own personal opinion when it comes to these things, because while Negan was definitely a weird pick it at least made sense from some perspective beyond "We're paying you to include this guy", like Clive obviously is.

At least Final Fantasy XV was somewhat popular & successful at the time, so Noctis still made more sense. Clive's inclusion was obviously Square-Enix expecting FFXVI to be, at the very least, as popular as XV was so they made the Tekken 8 deal before XVI actually came out.
Also, we had freaking Gon in Tekken 3, so whether or not someone feels "out of place" or not in the Tekken series has never been a factor to consider for guest characters. Tekken has ALWAYS been a bit goofy & inconsistent with its tone & style, anyway, and that's part of the fun.

This is completely false, the Walking Dead had long since plummeted in popularity and had more or less completely excited the cultural zeitgeist by the time Negan was added, and the overwhelming response to his inclusion was "Why?". He was absolutely a vanity pick on Harada's part because he was unable to think outside his own personal opinion.

Are we forgetting the initial reveal to the game’s main cast though? Which I don’t think entirely abated even after the game’s release?

If we’re going with that reasoning that would also apply to Final Fantasy 7 Remake/Rebirth whose reception is arguably just as divisive as XVI.
But I don’t think things like that factor always entirely or at all in whether a character is included.

This isn’t true entirely true either. Season 6 which introduced Negan in its season finale along with season 7 were regularly drawing in 12 and 10 million viewers respectively.
It wasn’t until about season 10 when it’s viewership started collapsing.

I will not stand for this Sabin erasure
I'd like Tifa in it too but unfortunately I think they'd go with the remake Tifa over her OG design so I'm not too disappointed.

Do the people on this discussion thread not know what kind of guy Harada is? Harada deciding to go with Clive instead of the uber popular and much requested Tifa is exactly the kind of thing Harada would do. In fact I'm 100 percent certain that Harada was aware that a lot of people wanted Tifa in the game but he chose to go with Clive instead just to spite those people.
And it wouldn't be the first time he's done something like this before either. For example there was that one time when a Dragon Ball fan asked him if he could convince Sakurai to add Goku into Super Smash Bros Ultimate. But instead of doing what the fan asked him to do Harada decided to convince Sakurai to add Kazuya into the game instead. And he did all that just to spite that one Dragon Ball fan.

In the interest of fairness Kazuya makes far more sense than Goku. Not to mention why is Harada asking Sakurai to put a non video game character he didn’t create from a franchise he’s never been involved in?
Likely less out of spite (occasional trolling notwithstanding) and more out of practicality. Same as when he had to shut down the suggestion of including a Waffle House stage (after initially not being aware of what a Waffle House was).
