Well, actually, the original article clarifies:

So it's not Gundam 00 that did the programming block in, it's just an overall long-term trend. Gundam 00 seems to be averaging somewhere in ~4.5% range, which is at least respectable.

This officially confirms what I posted days ago on a thread at this forum and on a TV ratings thread at an Anime**** General Anime Forum (where I went into much greater detail), based on information posted at 2ch by one of its most reliable posters.
By the way, starting on April 5, 2008, Houdou Tokushuu will air on TBS, Saturdays, 5:30 PM - 6:50 PM.
