Oh, come on. At least half of that barely qualify as villains.
Full Disclosure: I added and voted for Akari Akaza.

Don't forget Filia from Slayers Try! She and Mink were my formative dragon gals.

Only ones I know of are Mink and Luna (partially also as they're voiced by Sailor Senshi). Mink's my favorite, being totally cute, hilarious, and the Dragon Half manga is really good so far.
How is Miss Kobayashi's Dragon Maid just wondering? I first heard about it when I was coming home from a convention last year and I've always been curious to check it out.

In general the manga is quite good, but... there's a few spots that are frankly mishandled [hazards of serial storytelling] and some thematic choices that are ~reasonably~ justified but legit off-putting for some [ilulu's character design and Lucoa's behaviour, mostly]
Recommended strongly but not unreservedly. Not an all-ages work; a significant fraction of the humour relies on the characters behaving inappropriately in a sexualised context. Not a huge issue, it's all well flagged as inappropriate by the text, but it really does require an audience that's familiar enough with their own sexuality &c to recognise the flagging. Exactly what that means is something for parental/local-cultural judgement; in australia I'd say young-teen, or maybe a few years older in the US.
The anime is a pretty carefully-structured adaption that plays to the strengths of the anime medium rather than just filming the frames as storyboards; it's also been refocussed and reworked to avoid the rough spots of the source material. My reservations on recommending the anime are much weaker... but it's still fundamentally a romcom, and that causes problems for enjoyment for people who are too young to have much of a sexuality.

Pretty much is that.
Kobayashi-san manga is aimed at a older audience (late teens and young adults) so the humor is more on a sexual jokes and more adult themes, but that is less preeminent in the anime. It can be safe to be seen by a younger audience (teens) but i not recommend if is too young (children and more young teens).
About dragon girls.:
This anime is one of those with less audience:
Zettai Bouei Leviathan The 3 main girls are dragon girls (Leviathan, Bahamut, and Jörmungandr)
Nina Drango from Shingeki no Bahamut is also a dragon girl(Half dragon)
Also lets no forget Irukukuu from Zero no Tsukaima

You also forgot Toa from Dragonaut: The Resonance. Then again, that anime wasn't very good, so maybe you're trying to forget it.

@MarshalBanana
It has been almost 20 years now, but as I remember, when the dragon is in compact form Luna has the last few feet of the dragon's tail attached to her tailbone where tails usually are attached. When it is expanded she is fused to the top of its head as shown in the thumbnail. The dragon looks remarkably like a T-rex. i don't remember any specific discussion of underwear but it has been a long time.

Picking the cutest mascot was hard. I went with Pen Pen in the hopes that the obvious Pikachu won't get #1 on the poll.

I see. The Dragon Half manga in itself at times did have humor like that, so this one probably isn't too far off the mark. Sounds more like it would be for older teens in the US to me...

Just wondering, will there be a dragon guys list?

It was flat out terrible. It didn't help that the dragons were all done in awkwardly clashing CG, and not very good CG at that. Also, too many camera shots of boobs that are borderline ridiculous when it comes to anatomical logic, even on anime characters.
