I have expected this to be research about how to build a mech unit. Am I going to be the only one here who actually tries to read the PDF?

Bullshit, there's tons missing. Even early on, I didn't see Daitarn 3. Further on, I don't see Escaflowne or Nadesico either.

I guess we don't have as many problems in the world as I thought, since the government is thinking of this instead of things like crime or the economy.

You could think of anime reviewers on Youtube to be critics, the only difference is that they don't get paid, and therefore, bribed.

What's there about non-Youtube anime critics in Japan?

The Japan Times, an English language newspaper in Japan, sometimes covers anime but they do so with all the palpable joy of reporting any other piece of news.
