As far as I know, Astro Boy really was the first anime to be aired on television. Do you have different information that you could share without taking my life?

As for point one, the description of the edition is in fact rather cryptic and seems to avoid the flaws of the product. But is it really worth the trouble to care that much about the first Astro Boy series, historical importance left aside?

If it was "fully restored" wouldn't there be a Japanese sound track? Has it been lost? Or is it just too much trouble for Right Stuf to subtitle it? I for one will not buy it and hopefully no one else will either. Maybe then they will release a edition that is "fully restored."

Your logic seems to be flawed. If nobody buys the first release, then why would they bother to release it a second time? In the past, it's mainly been the moderate-to-better selling releases that were followed by a second version. Re-releasing a title that sold horribly would be a huge risk that most companies would probably try to avoid. If you want to have some input on how this anime is release, then why not write down your opinions and send them to the publisher? You might even want to try and drum up extra support by getting other people to write-in if they agree with you. Just refusing to buy the title and hoping for it to sell poorly won't accomplish much that I can see.
