Not uncommon. Piracy is really illegal in Japan. Taken much more seriously than abroad. You can get years in prison for selling fake Beyblades.

Finally the other shoe drops. I hope this is the beginning of the end for all those Hong Kong and Taiwan 'companies' who make tons of money off of those cheap(in every sense of the word) subtitled bootleg dvds >>;.
I just hope they don't start going after the fansubbers next

This is true. While it's illegal no matter where you go (supposedly), you'll notice that while Bandai is only sueing people selling bootlegs over here, over in Japan they're outright arrested for the same thing.
