Unless they mean "strongest" in terms of biggest boobs or the highest amount of fan service, I wonder why To Love-Ru was added to the list. Heck, I think some of the Naruto and Bleach women might have bigger boobs than the To Love-Ru girls.

Yes JoJo, Slam Dunk and FotS in the top 10. I enjoyed Kuroko for what it's worth but how the heck it beat Kenshin, Death Note and Bleach?

I realize this was a list compiled from stuff that appeared in their magazine, but I don't consider some of those works shonen. While harem is usually target at guys/boys, I find that to be a separate genre so I don't consider To love Ru shonen. I would also separate out sports titles, and things like Kochikame and City Hunter.
Kochikame to me is a gag work, and City Hunter to me feels a little senien, but I guess that might be due to the more somber nature of the latter works of the author and the continuation of the series.

Shonen is a demographic, any genre can be in that demographic, providing it is appropriate for the age range.

The reason that they are included on the list is because Shonen is not a genre. It's a demographic. Nearly everything fits into a demographic, so you can have multiple genres of Shonen such as Shonen Harem, or Shonen Sports, but you can also have Shojo Harem, and Shojo sports series. So they all still make sense to be on the list.
But I do have to wonder how do you figure "most powerful manga"? Is it how much you like it, how much of an impact it has had on the industry? It's a really open category...

But what does it really mean in this context?

I don't understand the appeal in Kochikame :S
However the lack of Yu Yu Hakusho was surprising and the fact Death Note was so low also surprised me. I'd also squeeze D.Gray-man on there somewhere

Nice to see people still remember Hiatus x Hiatus (unlike Togashi Yoshihiro, it seems). And To Love-Ru is on the list as well? It is a nice (read: average) Harem series, but there're other mangas I can think of that are "Most Powerful" (which what is suppose to mean?)
All in all, not too much surprises

What exactly do they mean by strongest? I'm sure the characters of Kochikame or Slam Dunk would die if pitted against those of FOTNS.

Sure, but in most cases, Shonen(outside of Japan, at least) refers to shows that have a teenage main character that grows over the course of the show(power ups, training, etc). Not saying that is necessarily right, but that is the way it is generally seen. I have no idea what Da Vinci News is, but I'm guessing it is based in Japan, so I can understand why the list is this way.

The titles in the list are all from the magazine Weekly Shonen Jump, so they are all Shonen, doesn't matter what peope think about them, and so they are in this list!
