This sounds cool. I hope Funimation picks it up at some point and not five years down the road!

I know major films can be still be in post-production very close to re-lease date, what could they have been still working on here?

That seems like a weird thing to announce. If it's planned to be released next week you think people'd assume that its long been finished.

This can only mean good. It's announced to probably indicate that there's a lot of polish and quality put into it and maybe even a lengthy film.

It's not unusual this is done though.

As mewpudding said, quality takes time. A large budget was most likely on this.

Can't freakin' wait!

Wow, people really don't know much 'bout film production, do they. Movie productions just barely making their deadlines is not uncommon. The Hobbit Part 1 was only finished three days before the world premiere

I'm really excited to see it. I'm sure it'll do great in Japan and with the second season of Railgun coming, the third season of Index will definitely come by the end of the year or the start of the next.
Anyways, back to the point: It's gonna be so polished and the quality is going to be amazing. I'm sure they were nitpicking at things here and there to really make it the best kind of quality for the audience.

It's not uncommon for anime studios to release movies to theaters then "finish" it up for the home video release. Unlike theaters where they have to lock-in a date/slot ahead of time since there are only so many dates and screens that other movies compete for, they can release the home video whenever they're ready.
