The artist's name is Yuupon, who is an illustrator for Nitro+.

Some elements of psycho-pass are debatable indeed considering a recent statement, but as some have noted, one of them Hayao Miyazalki, adorable/cute does not mean something is necessarily moe by itself or has that purpose, its undoubtedly that this series does not revolve around moe, so its up to people to "feel" moe or not toward this shorts or the droids we have seen in the anime, if people is to take the more broad less extreme approach/theory of moe.

Moreover, considering previous statement as well, I see some elements that people may see as cute, merely that, cute, to appeal to women, remember there was a "we need some elements to appeal to women" I can see very well the droids and shorts are to appeal to women, as its clear at least to me, those elements are not directed to men.

The kind of cute droids for example, are comparable to the Tachikomas in Ghost in the shell, many people a that time definitely thought they were cute, but only that, now with this series we are particularly perceptive about it and considering we live in an era that moe is king.
