it is not up to funimation to do this, but toei itself because it deals with distributors from several countries

It'll more likely fall on Bandai Namco Entertainment, rather than Toei, since they're the ones that had this commissioned.

no...bandai namco is only a video game dev/publisher...they developed the game but the animations for the game are made by toei that is owner of DB so they are the only ones that can do whatever they want with the franchise

That's not true. Bandai Namco is on the production committee for the Dragon Ball animation they fund. That makes international distribution a pain. They're the reason why The Plan to Eradicate the Super Saiyans remake and Episode of Bardock haven't been dubbed.

It doesn't matter if Bandai Namco is a producer or not. Toei Animation has the rights of the work. They can do whatever they want with the work until Toriyama and Shueisha take it out of their hands.
One thing is Toei Animation listening to Bandai Namco, that is probably the ones paying for everything in this case. Another is the one that has the real power.
