The arc in the tv series takes place 20 years after the one in the OVA? Am I gonna need to read the manga in order to understand what's going on in this show?

Not really. The time-skip is in the manga as well. Well, the OVA actually adapt the One-Shot while the TV Series adapt the Serialization. You don't really need to read the One-shot to start the manga too, but it's a big plus. If you watch the OVA before, that should be okay, you don't need to read the manga. |

That's a week before the usual start of fall titles. Having somewhat of an interest in B movies and cheesy stories, I might check it out.
