Well, I believe the mask is the remains of Superhuman Kelly from Tetsujin-28. The first hint refers to Kenji Mursama, appearing in Tetsujin-28 and Giant Robo.

DING DING DING!! You are exactly right! And the info about hint 1 is exactly right too! You're turn, you've earned it!
Apparently this series (the 2004 remake that this pic is directly from) only has 25 ratings on here, which might explain why no one has ever really heard of it. But I really liked the show, hope I get some more people to check it out with this.

God, the wiki for Giant Robo was no help. Although why it never crossed my mind to look up the original japanese name or creator... So close! Looked all over the Giant Robo page! Damn you localizations! I just gave up and looked at another old series that kind of fit the clues... sigh.

I just realized I wrote down Kenji Murasama, conflating Muramasa and Murasame. Oh well. That mistake is quoted in classicalzawa's post now.

Well, Giant Robo and Tetsujin 28 aren't quite the same thing, although Giant Robo is related to it, it's by no means a remake, it's as Justin Bailey said, there's a bit of a star system thing going on there. So it's not really a localization thing, they really are different but Kenji Murasama is in both of them.

I never knew that Giant Robo and Tetsujin 28 were created by the same person, which I guess is why I had so much trouble with that.

Yes, that is correct. The scientist girl is, of course, Lou Fa.

I was going to guess the scientist girl as well, but I couldn't find her name since I was browsing with my phone, at work, and the signal it gets there is horrible.
