Digression on japanese local government:
This is 東京都, normally translated as "tokyo metropolis". It's a prefectural-level entity and contains a number of 市, cities. Formerly including 東京市, tokyo city, but that was abolished during the war, with its governmental functions mostly kicked down to the lower level, the 23 special wards.

It's actually weird to see them targeting that age, yes. "20 and over" would be more reasonable.

I can't wait to see the videos they make for this endeavor, just out of pure curiosity. I'm trying to save up to visit Japan for my 30th birthday, so who knows, this might help. Especially since, although I enjoy anime, I know that there much more to Japanese culture than that. I want to learn about Japanese theatre (especially bunraku) and other arts that developed there. And as Tomibiki noted, it would help if it wasn't so expensive to go there, but that can't be helped.

I mean, jeez, it's not like I'm not happy about this endeavor, but seriously, people. Cut down on the costs for travel and what do you know? You'll get more tourism.
News flash: People are inherently cheap/frugal/stingy to begin with. Add on the can't-afford-anything mentality brought on by the recession, and you get a major drop in vacations/tourism, etc. So why not follow what many major companies are doing and offer some sort of inexpensive alternate route to achieve the same end?

I agree with this completely. I would go to japan to buy some YGO booster packs, then come back here, translate, and sell the cards.

Unfortunately, the most expensive part is the airfare.
I have personally found that accommodations and meals are significantly less costly in Tokyo than in New York, having visited both places in the past couple of years.

Tokyo is now emerging as one of the most visited place by the tourists and so there has been a lot of growth going on in the development of the infrastructure. Tokyo is even for its anime movie, they release shot series of movies.
