Golden Boy all the way!
Maison Ikkoku (yes , its romance but has plenty of laughs)
Great Teacher Onizuka - Another Classic.
Green Green - Sick in some ways yet funny as hell. Couldn't stop laughing with this one.
Onegai Teacher - Funny and filled with romance. Onegai Twins is great too but too much fan service. Why do they have to show the 2 girls taking bath naked in every episode? Don't take me wrong, I LOVE FAN SERVICE but just don't think young naked girls are that much fun to look at Anime smile. Once in a while its OK but not in every single episode for minutes Sad talking about their Love Alliance.

Kare Kanno is very funny. Then there's Rurouni Kenshin and a classic call Sailor Moon.

I'd have to say Golden Boy and Nuku Nuku are two pretty funny ones. Nuku gets old though.

I don't watch romantic comedy amine (which are usually known for being the funniest), but one of my favorite and funniest anime has to be FLCL. Even if you don't know what the hell is going on, all the cultural and sexual referances are so funny. I can't go through one episode without laughing.
