What is acceptable? If a thread subject already exists, why create a new one? RE:

Why would a moderator lock an existing topic and say "Yeah, I don't think anyone cares after 3 years."

Well, I can't speak for the people who wrote the rule but I imagine it's meant to keep things fresh. It's better to simply create a new topic that starts again from the beginning instead of reviving an old one which might be out of date, no longer relevant in some aspects, most of the people involved are probably gone,etc. There is no point in responding to old posts like that. If there is enough interest in the topic, then you should have no problem creating a new one that isn't bogged down with a bunch of old posts.

Reviving a thread is acceptable in cases where you'd want to make a new thread anyway but it's less troublesome to just revive an older discussion which was completely or mostly relevant to what you wanted to make a new thread about. If a thread is less than a month old, revive it. If not, it's revive-able only in the case that it was a popular thread before, and you have something to contribute which responds directly to the OP/thread title and not previous discussion.

Moved to the correct forum. (the forum doesn't have it in the name, but feedback belongs in this forum as well)

Well, after three years the people involved in the conversation that was taking place in that thread are either long gone, or haven't discussed the matter in 3 years. If the topic is dead, then usually that means those who were discussing it have said all they have to say. At this point, you're better off just opening a new thread and starting a new discussion with active members at present, it just makes more sense.

There are some exceptions, such as discussion threads linked in the discussion index in the Anime forum. Aside from that though, if you wish to discuss a matter and you can't find anything that hasn't been active in the past 6 months, then it's best just to open a new thread and start a new discussion.
