I've seen a lot of comments about this elsewhere saying that it's normal to not pay until satisfactory work is completed, which is a weird response considering the Japanese FTC looked into it and determined that Cover was in the wrong here. And Cover seems to accept that since it paid the late interest. From some other coverage, it sounds like those revisions weren't so much a situation of not getting something specifically ordered, and more things like, "Can you make this move better?" I think that is where the last part of the article is relevant. Vague wording around something subjective is going to cause problems.

Technically, Cover Corp received a notice that they would be violating the Freelancer Act set to take effect in Nov 2024. The Freelancer Act was created to remove a grey area in the Subcontract Act that did not define whether freelancers were counted as subcontractors.
