It's "genderbender".
None of the Japanese sources call it "transgender". It's described as 女体化ラブコメ - "(male-to-female) genderswap romcom". It would be very much appreciated if the writer could update the article to reflect the actual wording, because it's pretty damn offensive the way it is.

The publisher labels it as nyotaika which often gets localized as the more generalized word "genderbent" despite it being exclusively used for male to female stories in Japan. Female to male is called nantaika. American localizers generally never make a distinction between the two though. Sometimes people use the more neutral term TSF, which stands for "transexual fantasy" and can apply to either situation, but despite the word used there the stories are still about the concept of genderbending rather than being transgender. But to answer your question, no, it's nyotaika or forced feminization/genderbent/whatever you want to translate it as.

But the manga is actually just one volume and is still ongoing, is this like a short anime...?

Looks like the "TV hentai" of the season. They've done these going back to that monk anime from 2017. And then the one with the cross-dresser after that.

The bigger question is why is ComicFesta's BL department advertising it? I mean, yeah, the gal is transformed, but if most of the plot is going to be with the gal form, then that doesn't suddenly make the other dude gay.

I've seen a version of the same premise where the gender-swap was used as a sort of gateway to a same-sex relationship, once the "girl" in question turned back. Can't speak for this particular manga, though I can't rule it out either.

It definitely IS Boys Love. Although, I belive some people will have the initial same impression you had. Sure it has Het action, but a few chapters in and the line gets crossed for the two (in male form. He turns back and forth). . That shouldn't be spoiler considering it's advertised as such but just in case.
So yeah, it is like @wolf10 said.
