That's just a flight unit. Most of it actually comes off when not needed.

This is when, in-universe, they were trying to smash everything into one suit. It's why after this, everything got tiny like the Victory and F91, with the latter being tiny by typical Gundam standards. Both the Penelope and Xi are gigantic but then again, they were also designed by the mechanical designer behind Zeorymer.
Most of the Penelope's bulk comes from when its combined with the Fixed Flight Unit. The base unit, the Odysseus, is actually pretty basic although it's still a little wide. I'm curious to see when we'll get the first look at Xi given I don't exactly remember when it shows up in the books.

That's not accurate, In universe Anaheim Electronic was in the ongoing thread to make powerful and humoungus Mobile Suit to a point where they were impracticable to use.
They were beaten by SNRI (Strategic Naval Research Institute) that give us the Formula Series that spawned a lot of tinier Mobile Suit. But ultimately they too went with complicated design takes for instance the Crossbone Gundam series.

My SD Xi Gundam's shoulders literally snapped apart under their own weight after a single year of sitting untouched on a shelf; I have to imagine that the Penelope would be even worse.

Mechanics aside, I'm really impressed they managed to make Hathaway charismatic.
Overall, that promo image looks really awesome.
