A lot of this is probably not driven by the Communist's supposed need for public morality, but Japan bashing. The PRC probably has a wheel of fortune, and today Japan got spun for some good old hate-mongering and punishment.

If the Chinese Wikipedia is to be believed it was banned there for a whole of two weeks back in September 2008, but has been a-ok since then. Well, it's apparently still unlicenced, but they aren't forcing Youku to take it down either.
