An important thing to remember about being a vigilante is that they may do the law enforcement duties but by illegal/unethical means. They may also end up going after the wrong person (of course, this also happens to law enforcement).

The article says that this Kamen Rider is an official patrol. Presumably, it means the local police have given him permission to do what he does.
