It may have something to do with content, imagine showing Fate/Zero at 18:00 and some kid switching it on and seeing a woman being straggled to death.

Man that's a low ranking. I guess Sazae-san is like the equivalent of the Simpsons. But that show is muuuuuch older.

I doubt it. In the past, many anime with content deemed too adult for western standards aired during prime-time. In fact, although it's been toned down in recent years, Detective Conan still has people getting strangled or shot.
It's most likely due to the way anime was and is now consumed. Up until the early 00s, mainstream anime could pull in huge ratings with a lot of them airing in prime-time. Nowadays, outside the top 6, an anime will be lucky to hit 8%. With the declining ratings, television channels have chosen to air others things in those time-slots relegating most anime to late-night slots (where they rely on DVD/blue-ray sales).
