That's because AoT has been in reruns for almost 3 months.
Also, I can't wait to see the inevitable screaming and panicking that ensues in here.

We can thank all of this to Dish Network dropping channels back in late October. Unlike Family Guy and news programs you can't miss an episode of an anime or you'll be completely lost in the next episode. I doubt we'll lose it and if we do I don't think it'll be to big of a deal. The ones who will suffer the most are the Dubbing processes for Naruto and One Piece.

It's a TV wide thing, Saturdays and Sundays have dropped, not just Adult Swim. Still, it sucks, but I think they'll bounce back pretty fast.

I don't care how popular a show was during its first broadcast run, reruns WILL have lower ratings.
There is absolutely no benefit to airing immediate reruns of anything unless your name is Family Guy or Futurama; and neither are anime.
Fans who were interested already tuned in the first time and that's assuming they haven't already bought it on DVD/Blu-ray, streamed it legally or downloaded it illegally.
Air brand new dubs or air popular dubs that never aired on TV or last aired at least 5 years ago from another (smaller) network.
*Basilisk (fulfills action/violence quota, previously aired on IFC)
*Fairy Tail (massive fanbase)
*Fate/Zero (has universal appeal)
*High School of the Dead (zombie fad isn't going away anytime soon)
*Jormungand (Black Lagoon's underrated sibling)
*Kenichi: The Mightiest Disciple (if fans like Martial Arts in DBZ there's a good chance they'll like Kenichi)
*Tiger & Bunny (the global box office says fans want more superhero content and T&B is a great superhero anime)
*Witchblade (established brand, previously aired on IFC)

I suppose its better they lose an hour at the end of the block rather than the beginning of it making it start at 12:30. I dont know how your supposed to judge ratings though in a time when everyone's asleep, other than maybe people who wake up REAL early to go to work.
I'd imagine Kill la Kill will help ratings. Getting more and more new shows with dub premieres will help too, though its tough when they all start at 2.
Do people who DVR get counted in the ratings? Or the people who watch it on demand

Fairy Tail would be a good fit for Toonami. Since the first series has 175 episodes,it would take a few years to run through them all.

Toonami seems limit themselves to Viz, Aniplex and Funimation. Seems Adult Swim has a grudge against Sentai dating back to the ADV days.
I also think the ratings for Kill la Kill will dip once they see that the amount of fanservice it has.

DVR is actually counted toward the ratings tally if it is watched within a week of the recording assuming you are using the box provided by cable/satellite provider.
That said, reruns hit rating hard.

I imagine streaming services also share a part of the blame, because almost all of these shows are readily available on legal subscription services on multiple devices, at any time of the day. Others are easily available to purchase through a multitude of online distributors, and there are still plenty of communities of illegal downloads.
Television and cable will be going some interesting directions in the next five years, not just for anime.

The problem to all of this is that they'll burn through their budget within several months trying to get new acquisitions and it's pretty obvious that Adult Swim controls 100% of their budget, so I'm sure if they don't play it safe and stretch their budget as far as they can. They'll be canceled. So re-airing what they already own is cheaper and to their benefit.

Lazydude, you do know that acquiring new shows costs $$$, right? Guess how much it costs to rerun shows that they already have the broadcast rights for? Nada. I don't see any problem with airing reruns: Many shows can be enjoyed multiple times and not everyone keeps up to date with premiers. While I do think all the shows you listed would be great fits for toonami (except for maybe witchblade), it's fiscally sound strategy to have at least 75% of your block populated by reruns, with 1 or 2 new shows a season.
While it sucks that they are losing Samurai Jack, they have said it will likely come back at some point, and what I am most worried about is the now tenuous scheduling of Kill la Kill. I was really excited for the boost I think Toonami would get from airing KLK in the 11:30 slot, now it looks like that might not happen....

No anime can ever be said to have universal appeal. Especially something like Fate/Zero if I recall correctly had/has some divisive material.
