man this guy is still at it? how come the cops haven't caught this nutter already. sure I'm not big on sports manga and anime but this is just insane

Yep, and I recall on another thread that Japan doesn't seem to enforce traffic laws and road safety the same way they do to piracy, naughty doodles, and nude photos. 2 of ANN users (GokuMew2 and Enurtsol) that have lived in Japan have said on record Japan doesn't seem to take traffic law/road safety seriously:

Oh god this again? My god!

I can add to traffic laws lol On my many visits.

On the whole seat belt thing, when in Japan my friend told me I didn't have to wear one when I was in the back seat. I knew someone who died not wearing one, so I wore mine needless to say.

As for road safety, there was a random check stop and my other friend's husband was part of it. He did not have his license. I was asked if I could drive the car. It was pitch black and up a mountain in Nagasaki. Needless to say I said hell no.
