Yeah I was thinking the same thing.

Anyone know what accounts for these fluctuations? How come it's always in and out of the ratings?

"This year's 44th issue of Shueisha's Weekly Shonen Jump magazine is announcing on Monday that the ongoing Hunter x Hunter anime series will switch broadcast timeslots from Sunday mornings to late Tuesday nights. In this case the reason is because Doraemon and Shin-chan didn't aired.
Normally the reason his people interest and time(because it airs in TV not a lot of people have that necessity of seeing the entirety of the series).
