It's an overly complicated way to refer to the 3DS game cartridge.

The blue one looks nice! I hope they'll be released worldwide, though.
And seriously, the game is only going to be $ 39.99?! Makes me wish I had an American 3DS...in Germany it's like $ 65.00... >.>

That's not correct. It means it's installed on the SD card of the 3DS, which has nothing to do with an actual game cartridge. Having it installed on the SD card means it's linked to your 3DS and you can't lend the SD card to someone else, as would be the case with game cartridges.

I hate that these 3DS bundles are coming with their games pre-installed. I want the game on a cartridge.

It's an overly complicated way to refer to the 3DS game cartridge. |
The 3DS game cartridge is a proprietary format. SDHC memory cards are standard of the media that is used to store photographs and digital downloads. It's the little cartridge that's stuck in the slot on the right side of the console instead of on top.
Basically, what it means is that it comes with a digital copy of Pokemon X or Y instead of a cartridge copy.

For clarification, there are going to be 4 sold versions. Gold 3DS with Pokemon X, Gold 3DS with Pokemon Y, Blue with X, and Blue with Y.
So we know you won't automatically get a specific version with the 3DS you choose.
