A certain someone more or less put a challenge out to me, so here's one that should be quite a bit harder than my last one. If you ID the source then you'll understand why it's more significant than it sounds:
We are safe. Is anybody out there?

Eh, sounds a bit too generic to me. Sounds like it could be from any number of disaster titles.

I *think* I know where this is from.
Anime: Fafner
Speaker: the Festum
Addressee: Any poor sap who gets assimulated or hears it over a ham radio.
Additional: The "We are safe" part means that I could be wrong. I don't remember hearing those words, but it's been a long time since I saw the series.

Well, I can tell you that's not it. Festum only say "Are you there?"

'Fraid not, Tuor. And the wording on this one is specific enough that I'm pretty sure it has only one possible answer.
Hint #1: The sender and receiver of this message are not on the same world.

Ugh, I had intended to post this hint four hours ago. Apologies for the delay!
Hint #2: This message (and something that came with it) inspires the series' hero to go on an epic quest to find the sender of the message.
EDIT: Oops!

Is this Takeru of Freedom Project, after finding the photo of a young girl on the moon, with the aforementioned quote written on the back?

Very good! One of my two remaining clues would have been this series has been released on HD-DVD, but apparently I won't need that now.
Tuor, is that what your second thought was?

Cool. I actually only found this title looking for series that Utada Hikaru performed OP/ED themes for, and saw that the characters looked like they were straight out of Akira (Katsuhiro Otomo), so I checked it out. More people should see it.

Sounds oddly familiar, so gut instinct: Misaki giving one of her lessons to Sato in Welcome to the NHK
EDIT: If I guessed right, I pass.

Yes. One of my all-time favorite quotes.
Free turn up for grabs.

I'll take the pass, with a quote that's probably really easy but too awesome not to use:
Character A: “Character B!”
Character B: “Call me Moses.”
Character A: “Huh?”
Character B: “I’m going to part this sea of students!”
Character B's name and context, please!

Character B would be Senator Figaro in episode 4 of Valvrave the Liberator, pulling out a machine gun to make the crowd of students disperse so he can escape.
