Odd, from the article it seems that it is hinting at more Index (not just the movie) instead of Railgun.

Would rather have a S2 of Railgun first (More Kuroko the better) but I'll take Index too.

YES EFFING YES!!! My favorite anime series. INDEX FIRST! We need to move along the plot. Although I hate Index as a character.

you shouldn't worry since from what i read (about four novels past where the second season ended) spoiler[index rarely appears] but i have heard JC staff added previous appearences so they might do that in the next season....

They are just being slow about it and releasing Okami-san instead, not that it is a bad show but I have no doubt about my preference there...

Of course it's the same problem with Shakugan no Shana, which I also really want them to release.

I hope for a Railgun Season 2 much more than index. But as for Funimation, they said are still awaiting on Geneon for the titles.
