In the hopes of creating a kinder world for Nunnally, Euphemia declares the establishment of the Special Administrative Zone of Japan, an autonomous region within Area 11 where freedom and equality will be made available to the populace despite national origins. With this declaration, Lelouch finds himself defeated in one reckless swoop. Opinions become split not only throughout the ghettos, but within the Order of the Black Knights. A refusal to join the new Japan may ostracize the Black Knights; alternatively agreeing to join would force them to disarm. Unwilling to compromise, how will Lelouch overcome Euphamia's plan?
