wow the people that voted in these polls have terrible taste, I thought for sure levi would be the most popular male, he is the most badass, and mikasa the most popular female, besides reiner I don't really care all that much about the others, I can totally see ths poll as a check list on who to kill off later to get dramatic effect.

Pretty sure it's an "in-universe" poll. "Who's the most popular boy/girl amongst the 104th trainees?", not amongst the readers.

As Whiskeyii pointed out, it seems to be "in universe". Jean may be a good leader, but at the same time, he was kind of a prick so I can see why not many of the other cadets would like him.
