From what I've researched about vocaloid technology, Pompeu Fabra University, together with a grant from Yamaha, was working on speech synthesised singing voice, later termed "vocal android, or vocaloid" back in 2000. They created Leon and Lola in 2004. It was Crypton Future Media that developed it further in conjunction with Yamaha and created Meiko, a female voice, and Kaito, a male voice synth programmes in 2004 as well in Japan. I know of no other programme developer working on such projects during that time except for maybe private university undergrad, or post grad research else where. I would guess Pipo-kun's voice synth was either one of those or an early version of Yamaha's programme, as Meiko and Kaito sounded very adult in tone. Closest vocaloid I can link Pipo-kun's voice to is Hatsune Miku Append Sweet, but that wasn't released until 2010.

On what channel and when? I watch alot of TV and i've never seen it as far as i can remember. I got BS/CS and skyperfectv, so i should be able to get it.

My friend's dad watches that stuff all the time, I've seen it while visiting but I didn't pay much attention to the channel, sorry.
