I'm all up for tracing pictures for PRACTICE but tracing them an pretending they are yours and using them as such... WTF...

Seriously, what was this company thinking? At some point shouldn't someone have said "you know, I think people are going to notice this is *really* similar." It seems like it'd be in the best interest of the company NOT to steal character designs because when they get caught it's going to be an embarrassment.

Protip: if you're going to steal a character design, don't steal from a massively-popular series. See Chinese Gundam.

Tracing is bad whether it is plagiarism or for practice. Character construction should be learned through trial and error and observing life, and doing life drawing. Those traced mascots look worse than their "parent" characters. The line, contrast, colors, and folds in clothing are amateur.

The most likely scenario is that the company didn't know.
Imagine a mainstream tourism company. A 60-year old, grey-haired business man is looking through a folder of prints.
"These are the designs that the artist we contracted came up with. What do you think, boss?"
The man reclines in his seat, hands folded together. "Excellent. This is just the thing we're looking for. I don't really understand this 'moe' thing the kids are into...but I know this is the stuff that'll get attention. We'll go with these designs. Call up the printing company."

Many of those poses are quite generic. They didn't need to cheat. Just draw a generic pose and slap a moe face on it, then everyone goes gaga over it. Simple and clean.
