Interestingly enough, this is pretty much just a rerelease of the 15th Anniversary version with minor changes, and they've been touting it as if it were a brand-new product.

Yes, Tokullecitlbes has had this item up for preorder for a few months.
They also have Shiny Luminous' commune for preorder, too.

I'm curious, do they do these adult aimed rereleases of the henshin toys for Kamen Rider too?
Or is it only women in Japan who are a big enough market for this kind of thing?

Er... that's been a thing for almost two decades now. It started as the Complete Selection line and evolved into the Complete Selection Modification line. These henshin belts are on par with the show props in terms of accuracy and functionality and are only sold through Bandai's premium online store. They even have a subline called Complete Style Gigantic that focuses on life-sized tokusatsu weapons.

It's been a thing for Super Sentai as well. It's much rarer and more of a new thing to see girls franchises get this kind of treatment. Premium Bandai is also offering the PirikaPirilala Rhythm Tap Face Powder 25th anniversary ver. from Ojamajo Doremi as well which is cool to see. But a lot of these items never show up on the English Premium Bandai website so you will have to use a middleman service or buy them secondhand. Super Sentai items never do, presumably due to licensing, but I don't know if PreCure is popular enough in America to show up there.

Tokullectibles has all the Doremi items for pre order. Don't know if they have the face powder, though.
