Well, technically she ain't the first one, because we just recently had an official Takanori Nishikawa figure, who also can count as a voice actor... though it's not Max Factory Figma, it's from SH Figuarts.

But yeah, I don't remember that many seiyuu figures outside of Good Smile Nendos, of course.

The headline is "Sumire Uesaka Becomes 1st Voice Actor to Inspire Figma," so technically, yes, she is the first one.

Heh, after all, if a Takanori Nishikawa action figure counts even though it's from a rival company's line, then Stan Lee predates them both:

Well, it's about the Japanese seiyuu (and Takanori can be considered as one as he did quite a lot of roles, even if he's not known that much for them as he is for his musician career) and japanese companies (SH Figuarts is Bandai after all) - cause yeah, if we count just the regular action figures or real persons, they had a way looooooooong way back in the past - and heck, that Stan Lee figure is ain't even 5 years old to be even considering to predate, it was the thing since back in old wrestling era.
